Step
Whether one history step delivers its document events as a single batch.
PerCommand lets observers see the step progress, which is what a step spanning asynchronous work needs: a document transaction must not stay open across a remote round trip or a plug-in archive. WholeStep hides the intermediate states and is only correct for a step whose commands all run inline. A gesture should almost always stay PerCommand: it lasts as long as the user drags, and batching would freeze every observer for that long.
